It really is the Carrier script. As for the language, it was supposed to be Navajo, but seems like it's not. Sorry, I didn't do the research. Embarassed

How would you write Navajo in Carrier, anyway?

As for the new challenge, lessee: first guess - Central America somewhere? (or maybe the Caucasus?)

The lines under letters have to be the biggest clue, but without looking them up on Wikipedia I don't know what they're clues to.
