In America babies are given names based primarily on gender (though some are gender neutral) and the last name of the father (or sometimes mother if she's unmarried). Beyond this, little else is definite. Names can be chosen for a variety of reasons, e.g. father's name, another relative's name, favorite actor/actress, high wierdness (e.g. Moon Unit Zappa), politician, religious leader, etc.
I've been studying up on Chadic languages and there are other common conventions besides gender. Names can be chosen to reflect birth order, if you're a twin, gender of twin, if several previous children died in childbirth, if a previous sibling died of a disease, etc.
