There's a weird being many people fear in my conworld. He (people just think he's male) is a fire elemental, he's aggressive most of the time, but there are a few exceptions to the rule... and yes, he does have his very own philosophy focused on why he should attack or kill someone or a whole village or city or devastate crop fields every so often.
For Aterntes, the fire elemental "punisher" (or vigilante or watchman or "justiciero" in Spanish), there's 1 and only 1 reason why he should definitively attack or kill someone... That guy or gal should be the worst of his or her society, a scum, a dirty bag, an outlaw, a corrupt politician, etc. So far you can see it seems he might just have a bad temper or he just crosses the line between justice and evil just for people's sake, but there's another condition that these criminals should meet before they sign their own death sentence... They should hide the truth behind their deeds, their live styles from (most) people. If no one can call them names because of their hypocrisy, tax evasion or anything else, then Aterntes feels like he should "cleanse the land" asap... Even a dopped football player could end up burnt in flames for "no good reason".
It's curious to see that he might "forgive" an evil doer if he confessed his deeds or everyone know about his or her illegal activities but do nothing to stop him or her.
BTW, if for some unknown reason Aterntes thinks there are many hypocrites in a town or region, he might choose to desolate it instead of just getting rid of the scum.
I forgot to mention that sometimes Aterntes likes to burn a large crop field or two or cause very dangerous landslides just for fun. Some people say he hates traveling merchants but no one knows why.
