Government: Pseudo-monarchic near-democratic but effective meritocracy (in city-states). The city federation also has a Representative who is a nominal ruler. He is responsible for representing the island in different legislations. His home city, whatever town he may be a native of, also serves as a practicing capital city. He signs and even authors national documents. He is also the the sole delegate whom Maram sends to the Homeland for cases of repatriation and deportation.
Smaller Political Divisions: The smaller mining and coastal towns are absorbed into their respective city administration. However, this is only nominal. The small towns are essentially self-governing.
The Preoccupation with self-governance: this must be taken with a slight historical view. Original people from the homeland were ruled by various successions of barbarians. These barbarians introduced with them a new religion, a hierarchy of priests, caste distinctions, and a ruling class. The people were forced to pay taxes that went to foreign treasuries, they were the victims of corruption. During the brief period of self-rule, another wave of barbarians imposed their authority over the homeland. Thus, the native rulers were forced to act like puppets. A great peace followed, which was ended by a tragic genocide, after a failed uprising and several assassination attempts. What followed then was more wars, more famines, another great, but significantly smaller genocide, and finally a great internal purge on rebels, blasphemers, homosexuals, idiots, iconoclasts, morons, handicapped.

Well, no. It's by the grace of Raitolia that Maramäï are allowed to live there in the first place. They can leave and return to the homeland and live a hard life, or choose to have a good life here. That's basically the system agreed on.
